I have one mini site. I inter-link it with my other sites everywhere. I dropped the ball long ago on link exchanges and just interlink with other sites in my group.
I am my favorite link partner.

Spry,
Not sure I can give any answers/suggestions you don't already know so my response will sound simple:
- If the issue is the ranking terms don't have enough traffic then need more terms.
- If the issue is that the site has room to improve its rankings for targeted terms then need either more links or more content (I prefer content).
So obviously creating sections on the site where content is expandable is a potential solution to either issue.
When I design mini sites I totally wing it. I think of a central topic and then topics that surround it and come up with a bunch of pages to do. I'm hoping to make it as close to 25 pages as I can but at the same time I won't force it so the site becomes boring or spammy. Some sites I can only come up with 8-12 good pages.
Once the site is done I give it just a couple starter links. Enough for google to find it and index it. It takes me a while to go back and start looking at stats to see if the site is a winner or not.
Some sites just work great. I start getting rankings for terms I never intentionally optimized. This gives me a chance to rework the onsite SEO to work in the new terms I've discovered I'm already getting traffic from.
Other sites don't do as well. If the site shows a little potential I'll often make on more attempt to rework it a bit and add a little fresh content and give those new pages a couple links, if it still shows a little potential but is nothing working too well for me, I'll sell it and describe it honestly to the buyer letting some guru work there magic on it.
The sites with no potential at all, I will often let just sit there and die.
My approach though is do a site very fast and do quite a few. So I'm not too committed to them even if 15-25 pages. If it don't work out i find it all more than averages out in the end, with some sites just being gold from day 1.
If you're going to bet US Sports online - I strongly suggest 5Dimes.com or Bookmaker.eu.
Some succeed because they are destined to, but most succeed because they are determined to.
