Genting Stanley (they operate Circus Casino and Circus Poker) just started 2nd Tier:
Circus Casino now offers 2nd Tier commission structure | Income Access Blog
Since it is a fairly fresh program and huge UK brand there is a good chance to refer good affiliates.
