A month ago it was Not available. It can be done And i did it but all campaigns where cancelled by google due to low quality of landing page
Also you cannot use the good words like casino for example in the ads, people use casjno and sthing like that.
I did a rakeback campaign worldwide until this month and was a complete failure.

For the allowed countries I have ads that link to my site on which I have links to the poker rooms (not poker books or other related stuff). It's all legit and above board, though you do have to jump through some hoops to get approved.

It's over a year since I set it up, and I get enough organic now not to be bothered too much with ppc for that site, but I still have the account active on low bids.

Read the bit about 'Aggregator Services' and click on the link for the 'aggregator application form'. That is for affiliates and does not require a license. Read the rest for the hoops you have to jump through.

There are similar applications for the other allowed countries.

About a year ago I saw some affiliates do very well setting up PPC accounts on Yahoo and sending the traffic to 'Free Money' sites. Basically they were collecting email addresses from a really nice looking landing page and shooting out emails for 'No Deposit' bonuses (Casino/Bingo).

The emails are simple, just a list of 4-5 no deposit bonuses with a clean html template. The header was a generic 'Winning Systems' logo. Worked well
