Will Google be able to track to my thank you page?

That shouldn't be a problem - Just put the goal code on your thank you page.

I haven't tried it specifically with PayPal, but I can't see it being a problem.
GWO use cookies, so as long as the visitor see your "start" page it shouldn't matter what they do in between that and arriving at the "thank you" page.
