You need links from "trusted" sites -- that is, sites in which Google places its trust.
And no one knows for sure how many trusted links you need. A lot of people speculate that Google may be using some sort of PageRank-like trust algorithm (with good reason, as Google has extended its PageRank methodology in many directions).
If we assume for the sake of discussion that Google does use a Trust ranking algorithm similar to PageRank, then a highly trusted site can help you get out of the Sandbox Zone OR a lot of not-so-highly trusted sites can help you.
However, Matt Cutts has hinted a couple of times that Google uses trust filters and those filters are designed around different criteria.
I am pretty certain they have trust filters which kick in when large numbers of Web pages appear (I'm talking tens of thousands of pages).
I am also pretty certain they adjust their trust filters by vertical. The more competitive verticals -- which tend to be subjected to more manipulative tactics than less competitive verticals -- probably require more trust tests.
Hence, it may take more effort (more trusted links) to get a poker affiliate site past the necessary trust thresholds than, say, a site for a knitting store.
The more highly trusted links are not easy to get. You don't get them by dropping links in directories, forums, and blog comments. At least not that I have seen. A few social media sites have proven to be helpful through the years but Google has persuaded a lot of social media sites to use "rel='nofollow'".
DIGG's new nofollow policy may actually prove beneficial in the long run. If you can get to the point where your DIGG links don't have nofollow on them, then maybe they'll help you pass the search algorithm trust tests more easily.
You want a backlink profile that is diverse, difficult to replicate, and which makes liberal use of many different anchor expressions. Of course you want as many relevant anchors (with respect to your targeted keywords) as possible, but the search engines are trying to figure out which sites really are welcomed by users rather than simply marketed for attention.
