If Google indexes his copied content before it indexes yours it will not index yours at all and deem it duplicate content. If your site is older and crawled more often this shouldn't be a problem though. This only relates to the specific copied content, not your entire site.
I just noticed that he has also translated all my English poker reviews in to Swedish and he seems to have done it before I did so now google probably think that I have copied him
I just hope I get him to take the entire site down.
The only thing I can see to combat this is making sure you get indexed first, and get a few links to your internal pages.
I'd say 90% of my sites get big hits from translate.google.com and you can bet they are not reading it in another language. More than likely they are spinning my content a few languages then reposting in english a few words off.
Also one of my larger anti aging sites has 5 or more duplicate posts on the net within minutes of each post.

Kinda stupid of him to translate to swedish though since he must know that I am swedish.

I just talked to the host and they told me I need to make a criminal charge (is that the right word?) before they can do anything.
Hopefully the owner will come to his senses and take the site down.

I just found a guy copying my design (it was a mix between my site and PokerNews). Trying to contact him now through the hosting provider since the email address used in registry bounced.
It just happens, people looking to score the quick buck.These people are despicable, and you know this means war.
