Say i put in 3 banners,
1 set for usa
1 set for the uk
1 set for germany

Now what if a visitor comes from russia, what banner do they see. or does it just not display a banner

Got an answer from our tech guy:

"Now what if a visitor comes from russia, what banner do they see. or does it just not display a banner?"

It'll show the default banner for that rotation. (one banner is defined as the default. you can select which one is default by checking the "default" checkbox in the item's editor).
