I know the likes of Wordpress will automatically generate an RSS feed which users can sign up to.
However, is it possible to set up something similar with static HTML websites? Anyone know of a script/application that will help me out?

Google Reader is now generating update notices for static sites. However, I don't know if it produces an XML/RSS feed.
There are XML Sitemap generator tools you can use to grab pages from a static site (the structure has to be crawlable) and build an XML sitemap (not an RSS feed).
