i use domains by proxy (domainsbyproxy.com), is this the same thing?

I'm happy with bluehost, each domain costs 10$/year plus 5$/year for the privacy option.
Unfortunately, they do not host .de domains, so you would have to go for an international extension like .com, .org or .net.
