Checking true PR

Can anyone provide me with a link that will allow me to check whether a website's PR value is true PR or has been faked?

How can I go about telling?

1. check the google cache to see if a different domain is cached.

2. check out the backlinks manually. it's impossible to have a high pagerank with no/low quality backlinks.
