Is the UB subaffiliate program a farce?

-There is no reporting ability on subaffiliate earnings in the backend.
-Support won't give you stats on subs either.

Support told me, "If you wish to know if they (subaffiliates) are earning any commisions you must contact them directly."

So I'm not sure if they are saying, if you want to get paid by them, its up to the sub to pay you if they feel like it.
