Fixed Interest Bonds / Zurich Life Funds

I have a bit too much cash held in Euros/US$ and I want to diversify my profile a bit. Does anyone have experience with fixed interest bonds? I'm interested in buying overseas outside of dollar/euro. I saw someone posted about Indian bonds recently and this stirred up my interest. Are government bonds allowed to be bought by foreign nationals?

Also, one of my friends who has a pretty sound financial knowledge recommended I invest in a Zurich life fund. Anyone any experience with these?
