I would ask these questions to your AM at Lucky Ace asap, they will mail your players if they are helpful in an attempt to get them to deposit and also tell you their average conversion rate. I'm also not sure why you are only promoting one room though.
I don't understand Kelly's post anymore... first she claims no real money players for that specific room... now a few posts later she claims that the room is converting well for her... don't see the point anymore....
maybe kelly is still new and doesnt understand the difference between conversions and signups jmo
I think its nothing unusual when 21 free sign ups generating 0 real cash players. Thats no weird. Just depends on your geo. If those 21 were made mainly for USA or any other top country than its kinda weird why there are no cash players but if it was 21 free sign up from asia than i believe its fine.
Anyway, try to put your IM (icq, skype) to your site and ask players to contact you before they are sign up. This way you will know your players and will have possibility to work with them and increase your commission from them due to your supporting

i just had 100s of extra signups at pkr in about 3 weeks, all almost the same user name, so in my case highly likely that it's one and the same person. i guess it's somebody who likes to spend a lot of times on the freerolls. it's all part of the game.
signups don't always say too much, especially not this way since this burns up all statistical value that i could get out of it.
i would say give it some months time, provide more poker rooms on your site so you will be able to compare, and to see if you make changes to your site by putting another poker room on top of the list for a while for instance to see what's the influence on that. it provides you more knowledge and gives you the ability to compare it to other rooms.
anyway to be on the safe side, there is no general rule i would say on signups vs rmp's (real money players). for sure there will be some rules, but it depends on really a lot of things. having exactly the same site but with another call for action can already make big differences on conversion from visitors to signups. doesn't mean you'll get more rmp's, but it's just adding more into the funnel, because that's basically what it is.
good luck
