It really depends a lot from country to country, even in Europe - so it would be hard to make an overall assesment as there are several issues involved:
- some markets are closed, so you need to have a poker room that has a license there (e.g. France, Italy, etc.)
- in other markets it is crucial to have a poker room that has everything translate it in your language (e.g. Spain, ex-soviet countries).

And I think they are just a few webmasters that focus on all Europe, most probably on 5-6 languages maximum.
