What's the general situation as far as being a USA resident promoting non-US sites?

I looked at a few of the affiliate sites of poker operators that don't serve the US market and it just talks about not accepting USA customers, nothing about USA affiliates. I am curious if whether American affiliates are accepted at these sites (Party, betfair, etc) and if so, whether you need anything special, like a foreign bank account, UK registered business or anything like that.

For non-us poker rooms I normally promote them through a poker affiliate network like EAS or PAS. Much better deals to start with rather than going directly to the poker room.
