You can use any program that offers bonus codes. Have business cards printed and find potential players offline. Not the worst way to start, but you may want to have a website later.

Try Party Poker (subaff. link), they certainly do not require you to have a website.

Most affiliates programs will not require a website, but the best thing to do is email the ones you are interested in and see. If they do require a website, explain your business model and they may grant you an exception.

We (ChipsSplit Affiliates - CarbonPoker, PDC Poker and Aced.com) don't requirement affiliates to have a website. You definitely came to the right community to get the answers.

Yea, Chipsplit is a good one if you don't have a website. That's what I use now and I still don't have a website.
