There is two sides of course but what I can allude so far is this:
1) BestPoker was allowing you to give rakeback.
2) Ongame rep busted you.
3) BestPoker blames you takes no responsibility and steals from you.
If true bestpoker.com is liars and crooks (lied to Ongame, stole from you).
If you're going to bet US Sports online - I strongly suggest 5Dimes.com or Bookmaker.eu.

It seems they allowed you to promote illegal rakeback which is not uncommon for smaller Ongame skins.
And as you said an Ongame employee was looking for such illegal deals, you and the skin were caught and Ongame forces the skin to undertake all necessary steps. That means telling you what you've done wrong, you broke the network rakeback policy and you're affiliate account is closed. Anything but standard cashback at Ongame skins is high risk for 2 years now.
And spies like that interpret the whole situation like they want. I had a similar dispute where I was offering legal 30 % rakeback + a legal deposit bonus and said that the bonus equals 20 % in rake back. So for the period he clears the bonus he'll get 50 % rakeback (which is true but is above the maximum). Obviously that was so ridicolous that they just "warned" me and let the account open after a couple of emails. So if you said 40 % rakeback instead of valueback you may already have a problem.

I want to repeat that ... i did not give any rakeback to players. This player was the only one who asked me about it, but he did not play under my affiliate and did not receive any rakeback from me.
So now, i do not understand why Bestpoker banned me. Looks like they can ban anyone, without any reason?
I did not promote any rakeback in ongame and im not going to promote it in future.
Unfortunately there is often little you can do in these spots - some affiliate programs steal and based on your side of the story it seems that is the case here. I was offering rakeback when there was no such thing as PAS or turn key sites and went through all this a long time ago. I had a Noble Poker rep tell me I could keep offering rakeback in private and even discuss ideas on how to get away with it. When caught by iPoker they closed my account, after much negotiation it was reopened but the terms were not fair I had to live with them though. I had very similar experience with EuroPoker as well. Back in the day Betsson is a site that stole my players though I wasn't even breaking rules at the time. Chili Poker handled it great. I was forbidden from registering any new players period. I was told my links still work but if anyone signs up through them they'll be removed. Chili then paid me on all my players and warned me the network had instructed them to do different.
I'm not sure what to tell you here other than to do your best to get in touch with BestPoker management be persistent and what you have for details. Make sure they are aware if they ignore you that you'll report this via postal mail and email to Ongame, the regulatory bodies, all affiliate forums and at bare minimum see to it that it is exposed (and then eventually follow through with this). They might not care, maybe they will... just know these disputes are often very tough to resolve because few other than yourself have an interest in your personal affiliate business. I wish had more positive advice to give here, and maybe someone else will have ideas that I don't on what you could possibly do next.

Sounds like he was busted for giving under the table rakeback deals. Some ongame skins allow under the table under the condition that you have a 1 strike/out policy. That includes them proactively requesting deals on the biggest poker forums and sniffing out their own affiliates who may be promoting their deals which can of course have them booted from the network.

As I understand it he only asked if he could give rakeback, he didn't actually give it.
It's a been a while since I dealt with it, but the rooms are often not innocent in such disputes. If he has a chat log that was told this was okay from their staff and this is the single deal they busted him over - then he's owed the money imo. Of course my opinion isn't worth jack here and enforcing the fact he is owed often isn't even possible. When I first asked for details was hoping it would end up being a reputable company we all know. The only thing I know about BestPoker is the company has no history of wanting to defend their name because was silent on CPA disputes before (and these guys might be great I have no idea).
Here is the catch: Pay me well and I'll promote them, because what they do to other affiliates doesn't hurt me at all. If I'm paid and track record is fine with players what can I do here? it's hard enough finding companies to promote that treat players well, would be few left if how they treated my competitors was somehow my concern as well. Also is the factor I work with different types of companies. Most I work with do not pay the highest - and I have strong relationships with them and feel they value me and treat me well most paying me higher than they advertise - I can see though some of these companies don't treat other affiliates well but what benefit do I or "my" visitors get with me making that an issue? Being player first has cost me a TON of money over the years,but it's my model, affiliate issues don't concern me as much because often their issues cost me money as well. This is obviously what makes affiliate disputes tough is under most all models how competitors are being treated isn't the largest concern.
