DW CS4 and Windows 7 Problem

Ive been at this for literally hours now and ready to quit so if anyone can give me some help I would really appreciate it

Im using Windows 7 and since I had to get that I also needed a new copy of DW. I used the download files they gave me, when I click extract from the one it tells me windows doesnt understand the file ..when I extract the other I choose its path right?

k so now I go to the root of where the files where extractd. Based on what CS4 is telling me I should find the setup.exe except its not there. I have

The read me file, go live file, a content_lsi_7z file, and the french and spanish versions. I've tried right clickiing everything in case Ive missed something

Any suggestions. (deleting and downloading again)
