If you're a new affiliate, I would suggest offering rakeback but doing through a network like PAS. This will ensure you are able to offer competitive deals across all the various rooms you are promoting.

There is just so little info in OP it´s impossible to give you an answer. Try and use the search feature, there are many posts on the topic. And if you can tell something more about your domain and plans etc.

i think that an answer to this question isn't possible without more info.

in general, sites that cater to newer / casual players should not offer rakeback, in my opinion.

I think you can go either way, but do not mix. We did that misstake when we started our rakeback-site for 7 years ago and did not be only rakeback, but instead we did our beginner pages. Today we have skipped the rakeback (at least for now) and have beginner pages with bonuses. For a newbie a good bonus and VIP-system are better. For more advanced players the rakeback is better... just take a pick about what you want to attract and go ahead and focus.
