imo, there isn't a best method. As long as you are getting backlinks with your given keywords. You will rank for your keywords.

I'd say that the most effective method of all is to create a site that is so good people link to it naturally.
Forum posting / blog commenting to me for the sole purpose of grabbing backlinks are both sort-term and low quality... others might put this kind of behaviour in harsher terms, it is basically spam.
Article submissions, sure, why not, as part of a balanced link building strategy, again quality is key, if you produce great articles which get republished then you'll build extra links and have the opportunity to write unique content for the publishers later too. Respun stuff and multiple submissions might get you 1000's of links... you'll need to consider their low individual value, and also consider how the search engines see a site which only has a large number of these low quality links vs ones with more balanced link profiles.
Mahmud produced a great list of ways to build links here a while back.... do not have the page to hand but you should be able to find it in the search.

I use forum posts and blog comments to distract competitors doing backlinks research and to network with webmasters, also small seo value here but as far as seo value goes these are near the bottom of my list. Article submission are questionable but there is some seo value in some of these for sure. If you are going to write articles... write great articles that can be published on sites that don't accept article submissions from random spammers. These are often strong sites with more link juice and targeted traffic for you. Now a little bit of networking and you've got some authority links that nobody else can really get. Just a little tip for getting these... with some sites you can adjust your advertising when you do a link building campaign looking for these links- tone down the links and banners if you can, or just remove them temporarily to make your site look more respectable when you ping other webmasters to see your site. You can put them back up later.

Of the 3 listed I would say the article submission would create the highest quality backlink. But to be successful at building backlinks you should do all three of those along with all of the other methods - directories, social networking, exchanges ect..

The best links come from sites that don't normally give out links, particularly to sites that are "link building".
The more you use popular link building resources, the lower the overall quality of your backlinks tends to be.
Just because there are a bazillion articles out there telling you to get links from blog comments, forums, and article distribution services doesn't mean that is where the best links will be found. It just means there are a bazillion articles out there telling to get links from blog comments, forums, and article distribution services.
People spend too much time trying to get "relevant" links when they should be looking for credible links. Credible links don't always come from within your niche. In fact, natural robust link profiles cut across niches.
If all your poker links come from poker sites, you don't really have an outstanding site, do you? After all, everyone in the poker field can get poker links from poker sites.
It's the exceptional links that offer the most potential value.
You won't find those kinds of links in blog comments.

You won't find those kinds of links in "SEO friendly" resources.
You won't find those kinds of links in reciprocal link pages.
You won't find those kinds of links in forum signatures.

So now that you know where NOT to look, you have about 1,000,000,000,000 other places to start looking for good, value-passing links that are not being chased by everyone else in your particular niche.
