As always, the problem with penalizing sites for any specific link building tactic is that people could get competitors' sites penalized very easily.

Just blast away blog spam at everyone ahead of you... The easiest way to #1!

How hard is it to do this? Why doesn't everyone do it?

It's not very hard at all, and very inexpensive. Most choose to build sites that can sustain long term incomes, but many choose the spam route and just rinse and repeat when penalized. It's only been recently that I have seen sites last so long in Google search, so it has become infinitely more profitable recently.

With that being said the only risk isn't search engine penalties. Affiliate programs can and will shut down affiliate accounts for spam sites, so you are guaranteed nothing. I'm not saying people haven't made a fortune with this route, because they have but it's a risky proposition to spend your time this way.

The most obvious solution is that blog comments count for nothing. That would effectively solve this issue. It's not like blog comments generally carry much value anyway. It would be an overall improvement to Google's algorithm as a whole.

The person who filed the spam report must have forgotten to list all sites that have these same backlink profile

site isn't deindexed. it's still ranking, just dropped some pages. will be back without a doubt.
