But there is only one index file, which has H1 tag visible for desktop/tablet devices, but not for mobile (because large h1 spoils mobile usability, she decided not to show it at all). The question: will it negatively affect mobile rankings, or not?
She needs to set the viewport properly. Google has guides on setting up mobile friendly properly and adjusting header sizes if necessary.

I disagree. Use it often. Just be smart about it. Only disavow links after looking at the site and article they are placed in. If it looks spammy disavow. If it is a site that you personally wouldn't read because it is low quality, disavow. If you stick to that process, you should be jut fine.

Do not use it to disavow low quality links. Use it when you know exactly that your link was placed on some evil website with an anchor text like "Viagra"

Google disavow tool is easy to use.You just need to create an account and log in google search console by using the same login details of google. There you will get options to do whatever you want to do with your website submissions and reviews. This tool could be used while doing local SEO also.
