Keywords in the domain and the closer you are to an exact match the better

And then a bunch of links to it from external sites? Should I link to internal pages?
Im not sure you will need dozens of links. I would get the most links to the main site but also a few links to internal pages. And be sure to not have the same anchor text on all links pointing to the site. My experience is that G can easily turn you off if 100% of the links has the same anchor text. Optimize the site and add a couple of links and wait for the result. Then keep adding links now and then and make it look like a natural progress.
