Keyword density is an overrated concept imo.
What matters is keyword emphasis and keyword repetition. If you are optimizing for longtail1, make sure to include it in your title tag, header tags, etc.. You also want to include longtail1 a few times in the content. I like opening the first paragraph with longtail1, if it makes sense, and repeating the long tail once in the body and once towards the end.
There is no set keyword density that is magical. I think as long as it's in a reasonable range and not extreme, density matters very little. I would look to place your long tail strategically in the content instead, and emphasize it.
Wouldn't keyword repetition be looked as spamming if most of your content was the same?
I've never used any sort of keyword density tool or tried to stay within X% on any pages. They key is to use the keywords and related keywords in your copy and make them flow naturally. Don't overdo it with the keywords in every other sentence but add the keywords when it makes sense within the copy.
Make sure to add relevant keywords to your Title Tag, Header tags, and description tags.

I will answer this in my personal experience...
I used this what they called Keyword density.
In a 600 words article I used my targeted keyword 20 times.
It will not look spammy if you know how to insert your keyword wisely.
Guess what after I submitted it in a lot of article submissions
my Keyword that ranks 50 got its new rank at number 2!
And honestly it stayed until now.
