This would be for a link building position at a marketing/business development company. Paid hourly, I appreciate your opinions.

What are they going to be doing?
researching link opportunities, logging them, making initial contact & inquiries. Maybe monitoring links purchased. No real content generation, the links that are difficult to get will be done by someone else. This job is just logging opportunities, pursuing the easier ones and assigning the ones that take work/content generation to someone else. There will be some relationship managing and communication with link partners. This is for a ground based business (non-poker) so relationships will sometimes go beyond exchanging links.

Im paying someone $12/hour to do that exact thing right now. Not saying that it is the right rate, I really don't know lol. However, they are doing a good job - and it you think about it - there is not much that goes into doing that job. You have to have good research skills and communication skills. Then, they need to be trained to understand good links, bad links, value of one link vs. another etc.
Once again, someone else will probably laugh at me for posting this because I dont have any clue what is a good payrate for this.
Obviously, if you have someone that is talented and really good at doing something like this, then they would be worth more. Then again - someone like this probably is not working for an hourly rate for someone else, they are likely building links for their own sites?
Idk though - what do you think about that? Id love some insight on this topic for sure, as Im pretty much just winging it. (Also, Im not a big company or anything like that either - so its prolly a lot different then what your looking for, however same tasks).

There is no real consensus in the SEO industry on how to pay people for link building. You might want to review the comments in this discussion at HighRankings about how to monitor a link building contest.
In my mind the reporting and accountability are the most important part of the process. Even if the link builder falls behind in the reporting, there should be some measure of accountability. You should know that at the end of the day you'll get a list of the links and their locations.
I would not recommend any company that won't disclose where it placed links for a client. You cannot find all links through backlink reports.

Thanks for the comments. To clarify - I am building links for someone. I saw a lot of opportunity in working with this person, so I accepted the job at a very low rate. This was a large reason I was interested in this, I probably would have done it for free. Not sure how to put this; but the PAL and former PAP community has trained me very well amongst some other resources. I mentioned that I read Michael's blog and that basically got me the job, despite the horseradish incident (Thanks Michael, and everyone else too). There aren't any huge secrets that folks are holding back, it's just about using a sound strategy and knowing how not to screw up your SEO. Maybe a few old tricks to get good links and I've started to formalize the record keeping and backlink monitoring, but that's basically it.
