I'm not a NL cash game player, so much so that I don't even know what 24/13 means. However reading a bit into your mention he hasn't 3-bet in 80 hands and now he's popping you from out of position and betting it strong I drop this one. Of course also I'm no sure the mentality of a $25 NL player or what the standard play here is but you'd need to win here 30% of the time to make this call and I think you'd be shipping off chips more often then that.
