Players follow the action and will play at the best sites. Therefore goal #1 is the most important: convince the poker networks and rooms. As Lutz said, they can change the rules.
How is what he says nonsense? It makes perfect sense. A pure rakeback affiliate provides no added value, and they know it. But like you, I offer rakeback because it's what's best for the players...
