Point taken, but it looks like you'll need to offer 3% to compete. In which case, it could make sense to sign up through a sub-affiliate.
It's gonna be < 3% ... so, hardly worth even promoting via PAS and RU.
I'd imagine that if they're going to cap EVERY rakeback affiliate at 30%, they'll allow new rakeback affiliates to register...
