It's a similar story in the UK to where they have around 90%. The phrase 'google it' has replaced everything else when describing an internet search.
A frustrating situation, and that's exactly why I think they should just devalue any links deemed as spam or paid rather than penalise them. Just make them worth 0 and no one will bother doing it.

That's my view on it to. I think it would be much better to just reduce the value of links they don't like to zero, or close to zero, rather than hand out penalties.
