Its been almost 2 weeks since I changed the nameservers and I still get the parked page about half the time. I have an actual site on the domain I put there over a week ago and like I said I only get the site about half the time.

Where is domain regged at?
Have you tried clearing your browser cache? Sometimes the problem is actually local.
I see the actual site, not a parked page, will try again in a little while to see if it changes to the parked page.
all looks good in the hood from where i'm sitting.
You should test the traceroute with some of the public tools that resolve a domain name back from many university servers.
Do you know what the TTL (time to live) value is set to for your domain name? I think most ISPs now set a default of maybe 6-12 hours but some might still be setting multiples of days. Possibly a corrupt entry in your DNS might also be messing things up.
For what it's worth, I'm only seeing a parked page myself.

Try deleting and changing again. It should take within a day or two for sure. At godaddy, at least.
I see the the website, not a parked page.
