Any ideas for a sitewide notification?

Hey all, it would be pretty cool if we could team up somehow and make a nice little sitewide notification thingamajig for Wordpress. I was thinking this would come in handy for certain mini sites. Some kind of drop down box similar to a pop-up that says something like:

PokerStars is no longer open to US players, but we recommend you check out Carbon Poker instead.

I'm willing to pay a coder to do this and will be more than happy to share it with you all if you think it would be useful.

This is a pretty good popup plugin ive used a few times, there are plenty of options with it and your popup can be done in html plus its free.

I see the following three free options
- popup
- Diagonal Advertising Banner Design | Free Corner Web Banner Ads
- a triangular ad (google for warrior forum angular_advertisement angadver_bottom angadver_right)
All options are easy to implement if you know how to modify WP theme files.
