Weird Wordpress Comment Problem

Users aren't required to register to leave comments, but for some reason instead of having the comment form it says "You must log in to post a comment." so its not possible to leave a comment.

Never seen this issue before. Any clues as to what the problem could be?

EDIT: Nevermind. I am a confirmed idiot. In the discussion settings the checkbox for "Users must be registered and logged in to comment" was ticked. I could have sworn I didn't change this setting. Very weird.
