I'll anwser your question with another question: How many pages can you create?

A site can have unlimited number of pages, thus unlimited number of keywords. So with an avergae of three targetted keywords per page, you'd need about 1456 pages to reach the magical 4367 keywords.

1 main keyword per page
fx. "poker bonus"

2 secondary keywords per page
fx "poker deposit bonus" and "poker sign up bonus"
