Changing hosts for Wordpress site

I'm planning to move a few sites to a different host. Each of these sites utilize WordPress for the CMS. What is the easiest means of moving them from host to host?

More specifically, is there a way to ensure all the files, configurations, and all stuff relevant to the website gets transported efficiently, so that I don't have to go back through and reconfigure the permalinks, download and re-do all the plug-ins, etc...
