new server issues

I transferred a site to a new server today. Apparantly some people (previous visitors) who hit the home page are being asked to save the page. My conclusion upon research is that their browser cache is the issue. Am I able to force the browser to refresh for returning customer?

Additionally, I should add the Pragma "no-cache" metatag does not work, which I was hoping would have solved this issue.

Are your files php or html? I recall reading about a method to do this via php code. You could search for that if it applies.

They're PHP, which I followed the instructions for that as well with no luck... From what I've read, this "should" only be an issue for 24 hours tops - so I'm to the point where I'm crossing my fingers. The site spiders just fine - so here's to hoping... or at least waiting for the host support to get in tomorrow morning...
