Just wanted to bump this, as i tried several programs and none of them was fitting my needs.
What program are the banner designers using for this purpose (creating banners)?

Most people use Photoshop or something similar for creating banners. I don't know of any good program that allows you to make basic banners specifically.

there are alot of blank banners that if you have photoshop, you can just insert text.
