Press release CMS

I'm interested in developing a press release type site for the gambling industry. I haven't been able to find any open source software (like WP..ect). I'm interested in a setup similar to free-press-release.com. Is this something an average coder could do by customizing WP or Joomla? I'm thinking that I'd need to have it developed from scratch, which would probably be quite costly since I want it done right. Nicole wanted to do this years ago and even hired some guy from one of those rent a coder sites and she ended up with a generic WP customization that didn't meet any of her needs. Any advice on this is very appreciated. If anyone thinks they could do this please shoot me a pm. I'm more concerned with doing it right than doing it cheap. Thanks

it is nearly possible with all usual scripts. wordpress, joomla, drupal, depends all on your needs.
